DCF Youth Specialist - Case Manager

Location: Lowell, MA

Youth Services of CTI is expanding to include a DCF Youth Specialist- Case Manager as part of our team!

This position is designed to support young people connected or transitioning out of DCF supports to long term stability and independence. 

Located at the Youth Opportunity Center in Lowell, the DCF Youth Specialist position is focused on advocacy, support, and community connection to assist participants in overcoming barriers to self-sufficiency while working towards stability and independence.

Responsibilities Include:

  • Operate from a youth focused, strength based lens
  • Assess for general need for each individual.
  • Connect to community supports geared towards stability
  • Increase access to nutritional and well-being supports.
  • Increasing access to education and employment resources
  • Creation of individualized goals in partnership with young adult focused on long-term stability, safety and independence.  
  • Reduce barriers and overcome obstacles towards stability
  • Data tracking, entry and submission into local and state systems.
  • Support existing Youth Service programming and team members as needed.
  • Participation in internal and external meetings with supportive services on behalf of the young adult and programming.


Successful candidate will possess:

  • Bachelorís Degree preferred, preferably in a Human Services related field. Minimum 5+ yearsí direct case management experience may substitute for degree.
  • Two years of experience working with youth and young adults.
  • Ability to work comfortably with pregnant and parenting youth in both group and individual settings, preferably with experience advocating for families.
  • Minimum of one-year assessment, advocacy and case management work in a Human Service field required.
  • Demonstrated knowledge of community resources available to low-income individuals and families.
  • Excellent customer service, organizational, oral and written communication skills.
  • Ability to manage multiple priorities and work in a fast-paced environment.
  • Proficient computer skills required in basic computer software and data collection systems.
  • Excellent crisis management skills.
  • Ability to maintain accurate records and confidentiality of information.
  • Excellent attention to detail.
  • Bilingual (English/Spanish, English/Khmer, English/Portuguese) preferred.
  • Valid Driverís License
  • CORI/DCF/Fingerprinting.
  • Evidence of complete Covid Vaccination or medical or religious exemption at time of hire
  • Must have evidence of full COVID-19 immunization or must request and receive approval for a religious or medical exemption.
