Human Trafficking Outreach Specialist

Location: Lowell, MA

Youth Services program is EXPANDING our Outreach Team!!!

We are seeking a full-time Human Trafficking Outreach Specialist -  who will be working within our Outreach program engaging homeless and at-risk youth and young adults (YYA) within the North Middlesex and Merrimack Valley region. 

The Human Trafficking Outreach Specialist will provide direct care services and mentorship both at the Youth Opportunity Center and within the community, meeting and supporting the most vulnerable young people- prioritizing those who are survivors of human trafficking.   

This role supports youth in accessing basic survival needs, safety, housing pathways, connections with mental health and substance use services while working on developing positive life skills towards stabilization. 

The Human Trafficking Outreach Specialist will support the community and the Lowell Youth Action Board efforts to raise advocacy and awareness about survivors but also young peoples experiences with housing instability and homelessness.

Responsibilities include:

  • Working with Survivors of Trafficking & Homeless Youth and Young adults (16-24) with a trauma informed / strength based lens
  • Developing relationships with local agency partners and communities
  • Participation in city, state and agency meetings
  • Work as part of the Youth Services team to identify housing resources, basic needs and  community connection for YYA in need. 
  • Support The Mill You day program as an extension of Outreach supportive services
  • Support in implementing youth groups focused on stabilization and healthy life styles
  • Supporting youth and young adults within the community as needed ( ie: attend appointments, working on independence/ life skills)
  • Support the Youth Action Board of the COC- Balance of State


  • 4 year degree in social work, public policy or other related fields preferred, High School diploma or equivalent required.
  • 3 years’ experience in social services or case management required
  • Strong community organizing skills
  • Sensitivity to the needs of diverse, low income populations. 
  • Strong interpersonal, verbal, written, and negotiation skills.
  • Effective customer service, interpersonal and communications skills- verbal and written.
  • Ability to maintain confidentiality.   Ability to meet deadlines and work under pressure.
  • Desire to work with low income, culturally diverse, and at-risk families and individuals.
  • Knowledge and experience working with low income, culturally diverse, homeless and at-risk youth and families.
  • Demonstrated knowledge of community resources available to low-income individuals and families.
  • Excellent customer service, organizational, oral and written communication skills.
  • Ability to manage multiple priorities and work in a fast-paced environment.
  • Proficient computer skills required in basic computer software and data collection systems.
  • Excellent crisis management skills.
  • Bilingual (English/Spanish, English/Khmer, English/Portuguese) preferred.
  • Valid Massachusetts drivers’ license.
  • Must have evidence of full COVID-19 immunization or must request and receive approval for a religious or medical exemption.
