Lead Rental Assistance Program Representative

As part of a Rental Assistance team, the Lead Program Representative provides information and assistance to Participants of the Housing Choice Voucher Program and Housing Providers concerning eligibility and program requirements, the provision of services, and (subsidy) administration. The position maintains a (participant) caseload and the corresponding documentation in compliance with program regulations. The position supports the mission and objectives of the Rental Assistance program through the delivery of professional and knowledgeable services to the community. Responsibilities include: Oversee Rental Assistance Program Representatives; Assist with program orientation and on-going compliance training of program reps; Monitor Quality Assurance and compliance in collaboration with Manager of Quality Assurance and Policy; Participate in monthly Supervision meetings with Program Reps and Program Manager and Assist Participants and Housing Providers with all procedures necessary in maintaining their program participation, including recertificationís, relocation and leasing, processing timely Rent Increase requests, annual and interim income adjustments, changes in family composition, transfers, and other Policies or Procedures in compliance with DHCD Admin Plan and CTI Policies.

 

Qualifications include:

  • High School Diploma or Equivalent. Bachelorís Degree in related field preferred.
  • 2-4 years previous related experience.
  • Ability to organize details and process information with high degree of accuracy. Timeliness and accuracy are skills essential to this position.
  • Familiarity with HUD/DHCD housing program regulations and eligibility requirements preferred.
  • Excellent organizational skills with the ability to manage on-going projects concurrently.
  • Collect and analyze financial and other data following guidelines to determine eligibility
  • Proficiency in math, Microsoft Office or similar technology required
  • Sensitivity to the needs of diverse, low income populations. Demonstrated ability to handle emotionally stressful situations and manage conflict.
  • Ability to manage several tasks at once.
  • Strong interpersonal, verbal, written, and negation skills.
  • Effective customer service, interpersonal and communications skills bother verbal and written.
  • Required to attend all EIV Workshops, Tracker and DHCD trainings that relate to the administration of the Department functions.
  • Ability to maintain confidentiality. Ability to meet deadlines and work under pressure.
  • Desire to work with low income, culturally diverse, and at-risk families and individuals.
  • Bi-lingual skills (English/Spanish or English/Khmer) preferred.
  • Must complete all DHCD Rental Assistance minimum training and certification requirements within one year of hire including but not limited to HCV Rent Calculation Certification, Fair Housing and Reasonable Accommodation Certification, HCV Eligibility Certification and MTW Initiative training.
  • Must have evidence of full COVID-19 immunization or must request and receive approval for a religious or medical exemption.
